Entry requirements

Shopee covers six Southeast Asian countries (ID/MY/TH/PH/VN/SG) plus Latin American sites such as Brazil, all open to Chinese cross-border sellers (per the official seller-recruitment policy): a company entity/business license is required, each site requires separate registration, and product information must be in localized languages. Local sellers usually need local identity/entity credentials. The entry barrier is low with no fixed monthly subscription (the platform monetizes via seller commission + ads + value-added services), so new stores can ramp up quickly on the low threshold — but fee increases since 2025 have squeezed low-price sellers' margins.

Fee structure

Commission is tiered by category and varies by country: in Vietnam, commission rates rose from 3–5% to 4–7% from March 2025, plus a 5% technology fee, prompting ~2,000 sellers to sign a joint protest (zhengguannews/yilantop/100ec, VietnamNet). Malaysia introduced a new fee mechanism in July 2025, drawing a petition signed by ~1,700 sellers (orientaldaily). A survey found 76% of small/mid sellers' confidence was hit, with about half considering switching platforms (seehua). Third-party-warehouse (3PF) commission rates on the Brazil site have been adjusted multiple times (dny1/ikjzd); per the official fee schedule for exact figures. Getting traffic

Traffic mechanics: gamified operations (Shopee Shake, mini-games) plus a low-price mindset for acquisition; live commerce and affiliate marketing fill the content-e-commerce gap. The ad system includes keyword/display ads and is one of the platform's core monetization pillars. Organic traffic favors low prices, good fulfillment scores and high campaign participation, and is concentrated at the top, so small/mid sellers mainly acquire customers through ads and campaign placements.

Fulfilment & logistics

In-house logistics SPX Express covers major Southeast Asian countries (with local logistics presence in Brazil too), supporting same-day/next-day delivery. Cross-border sellers can choose official cross-border logistics or third-party overseas warehouses (3PF). Delivery times and rates vary by country and logistics plan; per the official logistics fee schedule.

Payments & settlement

Platform payment tools are ShopeePay/SeaMoney, cross-sold with the Sea ecosystem (Garena gaming, SeaMoney fintech). Sellers settle in each site's local currency (IDR/VND/BRL, etc.); settlement cycles per the official policy, and cross-border sellers receive payments per the official cross-border settlement policy.

Compliance

Compliance is separate per country: Indonesia is the world's largest single market (2025 platform GMV US$57.7B, with Shopee at 54%) but growth has stalled (Indonesia's trade ministry says only +2.2% in 2025), and sellers must follow the post-2023 social-commerce-ban regulatory framework and antitrust scrutiny environment. Vietnam's regulation has tightened since 2025 (seller registration, platform data sharing). Brazil's new taxes on cross-border small parcels weigh on cross-border costs (Chapter 9 of the Top5 report). Categories such as electronics, beauty and toys must meet each country's certification requirements.

Key risks

1) Consecutive fee hikes are triggering seller protests and churn: Vietnam (~2,000 sellers signed), Malaysia (~1,700 sellers petitioned), and 76% of small/mid sellers' confidence is hit. 2) TikTok Shop's Vietnam share has risen to ~41%, continuously squeezing Shopee's share and bargaining power. 3) Indonesia's market has peaked (trade ministry says +2.2%) while 2026 GMV growth guidance slows to ~25% (below 2025's 26.8%). 4) Brazil pits it head-to-head against Mercado Libre and Amazon, with rising cross-border tax burden.

Best-fit sellers

Suited to: sellers of price-competitive, volume-driven mass-market categories (apparel, FMCG, home, electronics accessories), especially small/mid sellers wanting to spread across multiple Southeast Asian sites; sellers with cross-border supply chains can also set up in Brazil in parallel. Not suited to: sellers that depend on high AOV/brand premium and lack low-price capability — for them Lazada (brand mindshare) or a standalone site is more advisable.
